WHY NEED FOR FACILITATORS?
CLTS is spreading fast in many countries in different regions. The demand for facilitators and trainers of facilitators far exceed the supply of trainers who have got what it takes and who are able to devote their time and energy to training. This is even more serious
because CLTS triggering in communities is unlike any other facilitation. It needs a special
style, skill, interaction and behaviour on the part of the facilitators. I must stress very strongly that training has to be hands-on through actual triggering in communities in real time, leading to the emergence of ODF villages and communities. The test of trainers and training is then not numbers trained but numbers able to facilitate effectively themselves.
Only when they can do that can they train others. And a key indicator of good hands-on training is that communities are ignited and take immediate action together, with follow-up resulting in fairly quick emergence of ODF (Open Defecation Free) villages.
CLTS has a huge potential for addressing the rural sanitation situation in developing countries, enhancing human well-being, and contributing to the Millennium Development Goals (MDGs). To achieve that potential, a critical mass of trainers with capacity, experience, flair and opportunity is vital in order to train facilitators and to train other trainers. So the number of really good trainers must increase exponentially.
WSSSRP-II PROGRAMME (10th EDF) IN OSUN STATE
The Water Supply and Sanitation Sector Reform Programme (WSSSRP) under the 10th EDF and the Water Supply and Sanitation Components of the Niger Delta Support Programme (NDSP) are part of the overall efforts in consolidation the on-going reforms in the WASH Sector. The early stages of this reform focused on building and strengthening the capacity of institutions towards improved services delivery. At this Stage in the sector reform,more efforts are now been focused on building sustainable systems for programming while consolidating on the gains made in the past. The need for integrated planning and coordinated programming remains one of the key imperatives in boosting sector performance and building sustainable systems for services delivery.
Two LGAs in the state of Osun namely Ayedaade and Odo -Otin have just been self selected to benefit from WSSSRP II programme implementation under the 10th European Development Fund (EDF) using Demand Response Approach (DRA). For WASH intervention to commence in these two LGAs, there is the need to carry out baseline data gathering and vulnerability ranking to establish the bench mark upon which the achievements of WASH programme implementation would be measured at the end of the programme.
The programme core objective is to set up a system that would develop and strengthen capacities of communities to manage their water supply, sanitation and hygiene facilities and programmes. Under the WSSSRP II programme, communities are expected to:
· Understand and demand improvements in public finance management on the implementation of the programme and insist on civil rights observation by both private and public concerns, and elimination of corrupt practices.
· Understand their right to demand delivery of the public services under regulations guiding public services.
To achieve the fore-going, there would be need to design intervention activities that would focus on transforming the communities in Ayedaade and Odo-Otin LGAs through the following processes;
1. Support the construction of improved water supply models under a demand responsive approach
2. Promote community management with private sector participation in operation and maintenance of water facilities through community service provision agreements
3. Institute structures for self-sustaining hygiene promotion based on communities peculiarities and practices
4. Adapt effective and sustainable models of hygiene promotion to suit communities peculiarities and practices
5. Institute community based management under the LGA wide M & E System, linked to the State WASH M&E System.
6. Promote effective and sustainable sanitation promotion model in the communities.
7. Develop internal and external organizational charts and facilitate communities to understand how to channel requests and collaborative efforts within government and civil society organizations
To achieve the reforms expected in these communities in line with the programme vision of WSSSRP II, there will be a need have in place the following;
i. A comprehensive baseline information of the communities before intervention to ascertain the point of entry and progress within the period of intervention with respect to water supply facilities, hygiene status and sanitation development
ii. A comprehensive report of the social characteristics of the communities indicating strength, weaknesses, opportunities and threats within the context of the cultural, social, economic and group dynamics
iii. A comprehensive report indicating the community development challenges, priorities and willingness to contribute in their own development programmes.
iv. A comprehensive overview of the training needs of the communities and existence of community based structures with a view to evolve network of collaboration
v. An adequate understanding of the community systems, cultural institutions, status of water supply e.tc.
MR. OLOWOLE M. IFEMIDE HAS BEEN EMPLOYED AS THE STATE WASH CONSULTANT FOR THIS PROGRAMME TO GIVE TECHNICAL SUPPORT FOR THE STATE OF OSUN THROUGH RUWESA (OSUN STATE RURAL WATER AND ENVIRONMENTAL SANITATION AGENCY)
